Why can't I take these here?

Two independent reasons. Copyright: the item content of both instruments is owned by their publishers (Pearson; MHS) and cannot be reproduced. Validity: the PCL-R is not a self-report questionnaire at all — a trained clinician scores it from a semi-structured interview plus file review, so a self-administered version is meaningless by construction. Any website offering "take the PCL-R" is offering a knockoff.
